What do you think? Should ANBU, assasins and such get special stat bonuses since they are not ordinary ranks?

Yes I would say some bonus like on average
like i dont know how bout say if they had 8500 genjutsu they would get a 850 bonus

No not exactly, ANBU are the elite of the village, while Assassins specialize in hired killing, and... well, assassinations.
